I suggest changing the command "stop effect" to "pause effect"
and change "clear effect" to "stop effect".
Simply cause that seems to be what they do.
Or have I missed something?
Stopping an effect pauses it. Clear stops it.

Stop Effect and Clear Effect are a bit more flexible than that. When there is no "out" time for the effect, you could, in essence, think of "stop" as "pause". But, if there is an out time, then "stop" does not pause the effect, rather the effect keeps running through its cues with the master fading to zero through the "out" period.
So no, "Stop" should not be renamed "Pause".
Effects are merged into the final output as a layer of submasters. "Clear" will remove an effect from the queue that builds the final output. But, effects are meant to be able to go away subtly as well as quickly. So, it is possible to have an effect running, stop it from going through its cues, and then fade it out at a later time--controlled by the clear time. This is quite different from the previous example where the effect continued to run and change even as it was fading. There is an option that allows an effect to be cleared from the output queue as soon as it is stopped, either instantly or after it has faded. In many cases, this is the desired behavior. Having separate control allows for the possibility that the desired result is that stopping the execution of the effect's cues happens at a different moment in the story than when the channels being controlled dissolve into whatever else is happening.
