Copy from one layer to another

I am creating plot paperwork for a community theater based on their current hang. No paperwork exists so I took measurements and started from scratch. Things were going great, until I forgot to separate layers the way I meant to. I have tried several times to select, copy, and paste to the correct layer, but nothing ever copies. Does anyone know how to do this? Or do I need to live with it like it is or start over?

You can select objects and then use Format->Arrange->Send to Layer...
