I believe this is happening because of the way your browser interprets the content of the file. There's now a change to the user contributed files page that will make this better for browsers that support HTML 5.
Otherwise, you may need to right-click the link and choose "Save File As" (Holding down the control key and clicking is generally the same as a right-click)
Safari seemed to want to add a .txt extension to the file when using Save File As. Just remove the .txt from the file name and you should be able to open the file with TouchOSC Editor.
