In the latest build, 3.8.5 (8904.2), there is an additional advanced option for cues called "Don't Track". This is similar to block tracking but going forward.
Block tracking prevents levels from tracking into a cue from a previous cue. This is essentially the same as marking all channels in a cue at whatever level they are set in the cue.
Don't track prevents levels from the current cue from being tracked into the next cue. This is essentially the same as setting block tracking on the next cue. However, "Don't Track" works if cues are deleted or inserted and prevents tracking from the cue where it is set no matter which cue is next.
Both these options can now be set from the command line with and setting Block Tracking and Don't Block Tracking. And [o] and [O] setting Don't Track and Do Track respectively.
